Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, Claims Dutch Watchdog

AI assistants have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democratic processes just over a week before national elections.

Study Shows Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the AP “often end up with the same two parties”, regardless of the user’s question or command, the watchdog explained in a report published ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the stances of these parties, the report indicated.

Official Warns Against Relying on AI Assistants for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their operation is unclear and difficult to verify.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an election that will be keenly observed across the continent for the performance of the Freedom party.

The right-leaning group of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

All major parties have ruled out an alliance with the PVV, meaning the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Linked to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
